A year has passed since the events of Arkham Asylum. Quincy Sharp, former director of the Asylum is now the mayor of Gotham City. The situation has worsened, or Blackgate or asylum are able to play their role and accept inmates. That is why Quincy Sharp buys part of the slums of Gotham in order to make an open-air prison. Inside, the prisoners are free to do whatever he wants as long as they do not try to escape the enclosure.
